Perms
- player ranks don't have perms for /me
Plugins
- /kit does not show donator+ kits in nether or end
- dispensers cannot use flint&steel (needed for portal lighting)
- ia toggle fix - offline atm, not urgent
- Black stained pane fix - can /give them and place them but not move in inventory.
